Con fundamento en el Artículo 10 de la Constitución Política de los Estados Unidos Mexicanos que a la letra dice:
“Los habitantes de los Estados Unidos Mexicanos tienen derecho a poseer armas en su domicilio, para su seguridad y legítima defensa, con excepción de las prohibidas por la Ley Federal y de las reservadas para el uso exclusivo del Ejército, Armada, Fuerza Aérea y Guardia Nacional."
Y con el fin de erradicar la compra ilegal de Armas de Fuego, la Dirección de Comercialización de Armamento y Municiones, dependiente de la Dirección General de Industria Militar, es la encargada de llevar a cabo la comercialización de armas de fuego, municiones y demás objetos regulados por la ley federal de armas de fuego y explosivos, en atención de los cuerpos de seguridad pública y privada, clubes cinegéticos y personas físicas que cubran los requisitos establecidos en las leyes y reglamentos aplicables.
Toda adquisición se realiza en forma presencial en las instalaciones de la Dirección de Comercialización de Armamento y Municiones, ubicadas en la planta baja del edificio principal de la Dirección General de Industria Militar.
