You can use this application on a spare phone in your car to create a WiFi connection automatically.

When activated, this application will create a WiFi hotspot using your existing configuration when your phone is charging.
Once unplugged the WiFi hotspot will be disabled.
Hotspot configuration, security and data usage is YOUR responsibility.

Some phone have the hotspot configuration section hidden.
My app does not support entering your own configuration at the moment but I'm sure you can find an other app in the play store that will do just that, then use mine once it is configured.
Added the option to hide the ongoing notification.
