This is a widget! This application will not be available on your application list. This is not a bug!
Application is a widget (Homescreen→long press→add widget) that allows quickly enable or disable build in secured with WPA/PSK protocol hotspot wifi.
Name and password, automatically configured, are available after starting hotspot.
You don't need ROOTed phone!!
