ENERGETSKA OBNOVA ZGRADA JAVNOG SEKTORA
Zakonom o energetskoj učinkovitosti i Uredbom o ugovaranju i provedbi energetske usluge u javnom sektoru uređen je postupak provođenja energetskih usluga u javnom sektoru i time je osigurano da se bez dodatnog trošenja proračunskih sredstava vlasnika/korisnika provedu mjere poboljšanja energetske učinkovitosti u zgradama javnog sektora.
Svrha Programa je smanjivanje ukupnih troškova energenata zgrada u javnom vlasništvu za 30-60%, povećanjem energetske učinkovitosti i udjela obnovljivih izvora energije, implementacijom naprednih mjerenja potrošnje te doprinos ostvarenju ciljeva održivog razvoja. Program se provodi u tri faze:
uvrštavanje zgrada u program,
izrada projektne dokumentacije te
postupak javne nabave i praćenje rezultata programa.
Program provodi Agencija za pravni promet i posredovanje nekretninama (APN) dok Fond za zaštitu okoliša i energetsku učinkovitost (FZOEU) osigurava sredstava za sufinanciranje provedbe.
ENERGETSKA OBNOVA VIŠESTAMBENIH ZGRADA
Vlada Republike Hrvatske je 24. lipnja 2014. godine donijela Program energetske obnove višestambenih zgrada za razdoblje od 2014. do 2020. godine s detaljnim planom za razdoblje od 2014. do 2016. godine. Ciljevi ovog Programa su utvrđivanje i analiza potrošnje energije i energetske učinkovitosti u postojećem stambenom fondu Republike Hrvatske, utvrđivanje potencijala i mogućnosti smanjenja potrošnje energije u postojećim stambenim zgradama, razrada provedbe mjera za poticanje poboljšanja energetske učinkovitosti u postojećim stambenim zgradama te ocjena njihovog učinka.
ENERGY RENEWAL OF THE PUBLIC SECTOR BUILDINGS
The Law on Energy Efficiency and the Regulation on Contracting and Implementation of Energy Services in the Public Sector regulate the procedure for the provision of energy services in the public sector and thus ensure that energy efficiency improvement measures are implemented in public sector buildings without additional spending of budgetary resources of owners / users.
The purpose of the Program is to reduce the total energy costs of publicly owned buildings by 30-60%, to increase energy efficiency and the share of renewable energy sources, to implement advanced consumption measurements and to contribute to the achievement of sustainable development goals. The program is implemented in three phases:
inclusion of buildings in the program,
preparation of project documentation; and
procurement procedure and monitoring of program results.
The program is implemented by the Real Estate Agency (APN), while the Environmental Protection and Energy Efficiency Fund (EPEEF) provides funding to co-finance implementation.
ENERGY RENOVATION OF DWELLING BUILDINGS
On June 24, 2014, the Government of the Republic of Croatia adopted the Program for the Energy Renovation of Multifamily Buildings for the Period 2014-2020 with a Detailed Plan for the Period 2014-2016. The objectives of this Program are to identify and analyze energy consumption and energy efficiency in the existing housing stock of the Republic of Croatia, to identify potentials and opportunities for reducing energy consumption in existing residential buildings, to develop the implementation of measures to encourage energy efficiency improvements in existing residential buildings and to evaluate their impact.
