In a romantic relationship, the commitment is whatever the couple decides. The most common, and assumed, choice is a committed romantic couple chooses to be sexually and (romantically) emotionally monogamous.
However, we really show commitment to anything, including a partner, by the actions we take, not the words we say. A committed partner will be there for you when you need him, particularly when the going gets tough.
The problem is we show commitment through our actions, not our words. Someone may hardly ever say "I love you" but is always at the door with a backrub, lends a sympathetic ear, does all of the little things to make your life happy. That is far better commitment than someone who always says how much he cares --- and barely ever does anything to help you out.
