Currently there are several traffic monitors, some of them allow the user see the current total bandwidth being used, or maybe they provide statistics per app basis of how much traffic did the applications consume over time. However, there is no tool that gets to mix those two flavors .
NetView provides a homescreen widget that is able to calculate in real time bandwidth usage per app basis. It is specially useful in situations where there is network activity that the user is unaware of, for example a background service or process uploading some photos on the cloud.

There is no "optimized way" from the Android SDK to get the data efficiently. This first version includes already several optimizations that enhance the usage and consumption of resources from the application itself. We are currently working on several additional optimizations for future updates.
