You choose the country by clicking on the flag button, then enter any unknown phone number, then you will be forwarded to chat through WhatsApp with that number.
The used number must be a WhatsApp number, which means the person having that number should be using WhatsApp.
This app uses official WhatsApp public API to open a chat with any number you enter.
