This is a Live Wallpaper, so you can't launch it as an app, you need to select it as the wallpaper for your home screen. On most devices, this is done by touching an empty area of your home screen for a while, until you get a menu where you can select wallpapers.

* You can customize the background color gradient
* You can choose color and transparency of the circles
* You can select a size for the circles
