Mission
The goal of the Public Distribution System in Tamil Nadu is to ensure food security to all citizens, particularly poor people, by making available essential commodities of good quality at affordable prices every month, through fair price shops which are easily accessible.

3. Agencies involved in PDS
Cooperation, Food and Consumer Protection Department of the Government of Tamil Nadu lays down policy for Public Distribution System in Tamil Nadu and is under the charge of Hon'ble Minister for Food and Consumer Protection and headed by a Secretary to Government. Following Departments are the major stakeholders for PDS in Tamil Nadu
Civil Supplies and Consumer Protection Department (CS&CPD): is headed by a Commissioner with 33 district offices and 296 taluk/zonal offices.
Tamil Nadu Civil Supplies Corporation (TNCSC): is responsible for procurement, movement and supply of essential commodities under PDS and is headed by a Managing Director.
Registry of Cooperative Societies (RCS): is responsible for running FPS through its cooperative societies in all districts and is headed by a Registrar aided by Joint Registrars in each district.
Civil Supplies C.I.D. is responsible for effective tightened enforcement and deterrent criminal action against persons involved in malpractices like smuggling, black marketing, hoarding, etc.
Ministry of Food, Consumer Affairs and Public Distribution: in the Government of India is responsible for fixing procurement prices of food grains and allots subsidized food grains to the State Governments under PDS.
Food Corporation of India: is a Government of India organization that procures rice, wheat and other essential commodities from various states and moves them to states as per Ministry of Food allotment orders under PDS.

तमिलनाडु में सार्वजनिक वितरण प्रणाली का लक्ष्य उचित मूल्य की दुकानों के माध्यम से उचित मूल्य की दुकानों के माध्यम से हर महीने सस्ती कीमत पर अच्छी गुणवत्ता की आवश्यक वस्तुएं उपलब्ध कराकर सभी नागरिकों, विशेषकर गरीब लोगों को खाद्य सुरक्षा सुनिश्चित करना है।
1. सार्वजनिक वितरण प्रणाली के उद्देश्य
तमिलनाडु में पुरानी भूख और भुखमरी का उन्मूलन।
आवश्यक वस्तुओं की कीमत में वृद्धि के दुष्प्रभाव से नागरिकों की रक्षा करना।
पीडीएस के माध्यम से आपूर्ति की गई आवश्यक वस्तुओं के किलेबंदी के माध्यम से सूक्ष्म पोषक तत्वों की कमी को कम करना
मिट्टी के तेल की तरह सस्ती घरेलू ईंधन उपलब्ध कराना।
कार्डधारकों द्वारा उचित मूल्य की दुकानों की सुलभता सुनिश्चित करना।
विशेष रूप से सबसे गरीब लोगों के लिए आवश्यक वस्तुओं की सस्ती कीमतें सुनिश्चित करना।
हर महीने सही समय पर आवश्यक वस्तुओं की उपलब्धता सुनिश्चित करना।
2. सार्वजनिक वितरण प्रणाली के प्रभावी कार्यान्वयन के लिए मुख्य रणनीति
कार्डधारकों द्वारा दी गई शिकायतों का प्रभावी ढंग से निपटारा करना।
मौजूदा उचित मूल्य की दुकानों तक पहुँचने में कठिनाई वाले गाँवों के लिए खुली अंशकालिक दुकानें योजना।
रूट चार्ट और क्षणिक माध्यम से आवश्यक वस्तुओं की समय पर और नियंत्रित आवाजाही
प्रणाली में सुधार, कड़े प्रवर्तन और निवारक आपराधिक कार्रवाई के माध्यम से रिसाव को कम करना।
ई-गवर्नेंस के माध्यम से उचित मूल्य की दुकानों के लिए आवश्यक वस्तुओं के आवंटन और आंदोलन को स्वतंत्र और सही करने में त्रुटि।
3. पीडीएस में शामिल एजेंसियां
तमिलनाडु सरकार का सहयोग, खाद्य और उपभोक्ता संरक्षण विभाग, तमिलनाडु में सार्वजनिक वितरण प्रणाली के लिए नीति देता है और माननीय खाद्य और उपभोक्ता संरक्षण मंत्री और सरकार के सचिव के नेतृत्व में है। तमिलनाडु में पीडीएस के लिए निम्नलिखित विभाग प्रमुख हितधारक हैं
नागरिक आपूर्ति और उपभोक्ता संरक्षण विभाग (सीएस एंड सीपीडी): 33 जिला कार्यालयों और 296 तालुका / अंचल कार्यालयों के साथ एक आयुक्त के नेतृत्व में है।
तमिलनाडु सिविल सप्लाइज कॉर्पोरेशन (TNCSC): पीडीएस के तहत आवश्यक वस्तुओं की खरीद, आवाजाही और आपूर्ति के लिए जिम्मेदार है और एक प्रबंध निदेशक के नेतृत्व में है।
सहकारी समितियों की रजिस्ट्री (आरसीएस): सभी जिलों में सहकारी समितियों के माध्यम से एफपीएस चलाने के लिए जिम्मेदार है और प्रत्येक जिले में संयुक्त रजिस्ट्रार द्वारा सहायता प्राप्त रजिस्ट्रार के नेतृत्व में है।
नागरिक आपूर्ति सी.आई.डी. प्रभावी कड़ाई से लागू करने के लिए जिम्मेदार है और तस्करी, कालाबाजारी, जमाखोरी, आदि जैसे दुर्भावना से जुड़े व्यक्तियों के खिलाफ आपराधिक कार्रवाई करता है।
खाद्य मंत्रालय, उपभोक्ता मामले और सार्वजनिक वितरण: भारत सरकार पीडीएस के तहत राज्य सरकारों को खाद्यान्न और एलॉट सब्सिडी वाले खाद्यान्नों की खरीद मूल्य तय करने के लिए जिम्मेदार है।
भारतीय खाद्य निगम: भारत सरकार का एक संगठन है जो विभिन्न राज्यों से चावल, गेहूं और अन्य आवश्यक वस्तुओं की खरीद करता है और पीडीएस के तहत खाद्य आवंटन आदेश के अनुसार उन्हें राज्यों में स्थानांतरित करता है।
