In Android 4 I can not set the alarm without open "Clock" app. And here is no ability to create an alarm clock shortcut. I did not like it and wrote an utility that opens alarms settings, without entering the "Clock" app.
Place a shortcut on the desktop, and customize alarms faster! :)
